My friends work at the university of Malawi. If things go well on my side I will be visiting Zomba before end of the year. When are you going back to Stanford? I am also learning to speak Chichewa, since I've got no one to speak to in Chichewa, it is difficult. Do you know any online tools for learning the language? Zikomo.
What are your friends doing at the Univ. of Malawi?
(I'm trying to learn Chichewa, but I haven't spent more than two months in Malawi, and it's difficult to keep up without practice!)

As for cell phones, here's my advice: Once you have a solid proposal, don't be afraid to approach the larger distributors. There's a good chance they'll listen.
My project's funded by Stanford University and a public service foundation - which allowed me to purchase about 100 phones. I contacted Charitable Recycling (a nonprofit in the US) re: the possibility of giving their recycled cell phones happy homes.
Their marketing manager got interested, and found phones with the specifications I needed (quite simple - tri-band, unlocked, suitable for Malawi). They offered 75 Motorola V195s at 12 dollars each.
If you're trying to get free phones, there might also be local solutions. Given the penetration of phones, turnover is huge. Hook up with a local school system or university, and try to run a quick collection campaign.

I don't have a concept yet. I did a case study with one local municipality in Limpopo on the contribution of their communication strategy towards sustainable service delivery. My findings pointed out that the particular municipality relies on irreverent tools of communication. I just think that cell phones can be effectively used by municipalities as a way of linking with communities. If you think the idea of mobile communication can add value to local government, I am willing to explore the idea further.
