If you haven't seen it, here's an recent study out of the UK on the use of SMS as a tool for social engagement in Pakistan . The study provides lots of good information and strategies that I assume could be applied elsewhere as well. It also provides a strong endorsement of FrontlineSMS (beginning on page 35).
