Philippines Info System (Start-up)

I'm new to FL, but am thinking of using this system to create a teaching/information system for the Philippines. I'm planning to have the first focus be for livelihood-mostly agriculture. Things I need help/understanding on.1. Is there a shared database of keywords for agri related content?2. How do you import someone's database of keywords?3. I friend of mine who started an ngo dealing with utilizing mobile phones. He shared with me the idea of using mobile networks to train and pass important information.

My biggest problem so has been problems getting Frontline to see my phone, think need switch to GSM modem so any hints on what works in Philippines would be great.
