We have some resources to help you get started with FrontlineSMS, such as Ashoka's Quick Start Guide if you have specific questions about using FrontlineSMS then feel free to ask them on the forum and the team / other users would be happy to help. Just make sure you are clear about what your situation is (what phone/modem you are using, what you have tried and if you are having specific issues).
Florence has given me some great advice, suggesting that you might want to join the election monitoring group and perhaps start a thread there. There are plenty of examples of FrontlineSMS having been used in election monitoring previously such as the recent Nigeria example which Nicola pointed out below. In fact, one of the first public deployments of the software was in the Nigerian elections in 2007.
