I am leader of two REDD+ projects implemented by the World Resources Institute (WRI) in the Republic of Congo and the Democratic Republic of Congo [Central Africa]. I am also REDD+/PES expert in a third project led by WRI being implemented across the Congo Basin [Central Africa]. Furthermore, there is overwhelming consensus that REDD+ will only truly succeed if participation by most small holder forest farmers (SHFF) in the Congo Basin to reduce emissions from forest land use is voluntary. So I and my colleagues reasoned that if SHFFs can voluntarily and directly communicate basic information about farm size, previous land cover and current cropping system to an independent project database their carbon emissions budgets can be calculated using IPCC-recomended equations. This information can be used to inform national REDD+ plus processes. But SHFFs are numerous and spatially dispersed across the national terriroty. They however use mobile phones. So our plan was to develop a software application to receive and automatically compute their emissions budgets based on these three items of information. However on Wednesday November 13, 2013 during the WWF Fuller Symposium: “Forces of Nature: The Power of Communities to Protect the Planet”, My colleague in Washington DC shared notes from a presentation by Ken Banks, founder of Frontline SMS and kiwanja.net. When I read the notes, I realized there was an opportunity to put our application on hold and to explore how FrontlineSMS can address our issues. no need to reinmvent the wheel!

In addition to my project roles at WRI mentioned above, I hold a BSc in Forestry and Soil Sciences from WALES-UK, an MSc in Resource Management fromk Edinburgh-UK and a PhD in Forest Economics and Management from Ibadan, Nigeria. I have been working on forestry related issues in Central Africa now for over 22 years. I also helped develop Particiatory Geographic Information Systems PGIS into a popular discipline in the Congo Basin. I served as Senior Editor to the ELectronic Journal of Information Systems in Developing countries, since 2004 until very recently. I remain committed to the use of ICTs in sustainable natural resources management.
