Thanks for your response.
It appears that the Congo version of M-Pesa is different. It allows both US dollars and CD francs via two separate accounts. Therefore, FrontlineSMS Credit just uses one currency, ksh.

Yes, I could receive SMS, too. There is no charge to receive a SMS message.
I think I tested Celtel and Tigo to send, too.
