You can use a database like http://opencellid.org/ to get a rough location of the handset."

BTW, you cannot join this site from a State Dept computer, as it dies on the "include your picture" pop-up box (apparenlty the picture is necessary for sign up). Having a wonderfully locked down Chrome instance as I do, I cannot change this setting.
